This is only possible if the diploma is of equivalent content and level to a dental diploma obtained in the Netherlands. There are several procedures. Which procedure applies to you depends on your nationality and the country in which your diploma was obtained. Information about this can be found on the website of the BRIC (or BIG register), an implementing organisation of the Ministry of Health, Welfare and Sport. That way you know what to expect.
ACTA facilitates the Professional Content Test (BI test), which is part of the assessment process for foreign graduates, on behalf of the Ministry of Health, Welfare and Sport. This test is only accessible to people who have passed the General Knowledge and Skills test (AKV test) or have submitted the mandatory language certificates from January 1, 2024. After official registration with ACTA by the BRIC, you can enroll for the professional content exam (BI exam) and gain access to the Canvas courses, where you can find various study materials for preparation. Because all tests are taken in Dutch, a sufficient command of the language is a requirement.
